NADR Plans to Expand Services to Indigenous and Remote Areas

Phnom Penh —On May 8, 2025, His Excellency Koeut Rith, Deputy Prime Minister, Minister of Justice, and President of the National Authority for Alternative Dispute Resolution (NADR), presided over the 10th meeting of the NADR. The gathering was attended by leaders and members of the authority, along with officials from the General Secretariat of the NADR.

The meeting focused on reviewing the progress of dispute resolution efforts over the past period and discussing the upcoming initiative to establish NADR representative offices in indigenous and remote communities. This initiative aims to make dispute resolution more accessible to citizens living in ethnic minority and isolated areas.

During the session, the NADR highly evaluated its ongoing work and reached an agreement in principle to develop a project dedicated to dispute resolution within marginalized communities. The project involves establishing NADR offices in four provinces in northeastern Cambodia, which is expected to be announced and implemented shortly to improve access to justice.

From June 2024 to May 5, 2025, the NADR received a total of 858 complaints and successfully resolved 334 cases. The majority of the filed complaints pertained to land disputes, loan contract disagreements, real estate conflicts, family disputes, inheritance issues, commercial conflicts, labor disputes, and other civil cases.

On average, the NADR handles approximately 90 intervention requests per month, resolving about 20 disputes in that period. Land disputes and loan contract disagreements represent the largest share of issues addressed by the authority.

This expansion of NADR’s regional presence aims to establish a working network for the NADR by bringing dispute resolution services closer to local citizens and ensuring harmony and justice in the national society.
